Model Net Metering StandardsELPC’s “Model Net Metering and Interconnection Standards for Renewable Energy Systems” (.PDF FILE) were developed with the input of industry experts, reflect FERC Order 2006 and recent best practices at the state level. Although the model contains both net metering and interconnection standards, these two parts can be used separately. To make it easier, the Net Metering Standards (.PDF FILE) and Interconnection Standards (.PDF FILE) are also available as two separate documents. Net metering programs are usually open to generators using renewable energy. Hence this combined net metering and interconnection model is written with renewable energy systems in mind. However, the interconnection rules can apply to all generators not just renewables. We invite you to comment on this Final Draft and send us your suggestions. Net Metering Net metering allows customers owning renewable generation to sell generation in excess of their consumption back to their electric utility. Net Metering provisions in the model standard include:
Interconnection Interconnection refers to the technical process of connecting distributed generating facilities to the electric grid. The interconnection provisions in the model standard include screening criteria, specific procedures and timelines, as well as fees for four levels of interconnection. The attachments contain examples of application forms, standard interconnection agreements and other documents. The four interconnection paths are as follows:
