Wholesale Market Integration of Energy Efficiency/Demand Resources
Meeting Goals/Objectives
- Understand the current status of, and agree on opportunities for, energy efficiency and demand resource (EE & DR) integration into wholesale markets and regional planning
- Develop strategic initiatives and identify resources needed to tap the opportunities for EE & DR integration – i.e., regional advocacy initiatives foundations may want to support in late-2007 and 2008
- Determine what follow-up steps/tasks will be needed to facilitate the strategic initiatives and assure greater integration of energy efficiency and demand resources
Day #1 (July 26) – Brief Presentations followed by Guided Discussions

8:40am – Session 1 – Overview of FERC initiatives on EE/DR integration to provide context and background information for substantive presentations and discussion:
- FERC rules, orders and initiatives on Demand Resource Integration – e.g.,
- OATT Final Rule, ISO-NE FCM orders, PJM orders, NEDRI, etc.
- FERC rules, orders and initiatives on Technology Neutral Regional Planning
- OATT Final Rule, ISO-NE orders, PJM orders, etc.

8:55am – Clarification Q&A and Discussion of FERC’s recent initiatives
9:15am – Session 2 – Presentations on key EE/DR integration issues (including what is possible to accomplish and likely benefits) by EE/DR experts who will review the issue areas, note successes, and discuss potential solutions and strategies to increase EE/DR integration in different regions:
9:15am – Presentation #1 – Overview of EE/DR resource contribution by region and type of program or tariff; customer load response strategies; how EE and DR have been integrated by demand-side program administrators and customers; key drivers for integration; and major barriers to additional and more widespread integration. Issues include – how dispatchable and non-dispatchable technologies are integrated into various types of organized wholesale markets (capacity, energy, emergency, ancillary services) and wholesale markets without ISO/RTOs; and how traditional/retail EE/DR may be adapted by LSEs, CSPs and others to be integrated into wholesale markets and regional planning processes.

10:00am – Presentation #2 – How EE and DR can be fully integrated into short- and long-term wholesale capacity, energy, emergency and ancillary services markets. The issues include – special characteristics that must be considered for market rules to assure comparability; barriers in organized and non-organized markets; regulatory actions that would facilitate integration in various regions.

11:15am – Presentation #3 – How EE and DR can be fully integrated into regional grid and resource planning processes. Issues include – comparability
-non-comparability of EE & DR to other resource options; data & analyses needed to support reliance on EE/DR in grid planning; critical monitoring and verification protocols; regulatory actions that would facilitate integration.

- proceedings/negotiations/FERC orders (e.g., ISO-NE’s FCM and grid planning processes; PJM’s RPM & planning processes; BPA’s non-wires solutions initiatives; and MISO’s stakeholder efforts)
- progress on EE/DR integration – e.g., approaches, rules & procedures
- issues remaining to be resolved and timelines/strategies for resolution
